Abstract: The European Union (EU) has set a climate policy target of reducing greenhouse gas emissions by 20% until 2020 compared to 1990 and is on track to achieve this target. In the long-term, a reduction by 80-95 % is aimed at until 2050. Energy savings are recognized as an important strategy resulting in a (non-binding) energy savings target of 20% by 2020. Currently, the EU is only halfway towards this energy efficiency goal so that much greater efforts will be needed. Recent modeling calculations by Fraunhofer ISI show that sufficient energy savings potentials in all final energy consumption sectors exist in all EU Member States in order to achieve the 2020 target and more ambitious goals until 2050. Strategies will be discussed how to exploit these potentials in order to achieve the energy savings target. One key element of such a strategy could be a mandatory target for energy efficiency.
